Delivering a speech at the Evaluation Session of the 8th Congress of Religious Publications, the President of Religious Affairs Prof. Dr. Ali Erbaş said, “Today, the changing interest and perceptions together with the developing technology have rendered the digitalization as an obligation in the field of publishing as well as in many other fields.”

The 8th Congress of Religious Publications that was organized by the Presidency of Religious Affairs has ended after the ‘Evaluation Session’ which was attended by the President of Religious Affairs Prof. Dr. Ali Erbaş.

Delivering a speech at the Evaluation Session of the 8th Congress of Religious Publications that was organized with the title “Digital Publishing” online, the President of Religious Affairs Erbaş thanked to those who had contributions on the preparation of the Congress and the successful execution of it and said, “I thank to our esteemed scholars, hodjas and colleagues who provided valuable contributions with their papers, presentations and negotiations and presented eye-opening approaches in the field of digital publishing. May the Almighty Allah (swt) grant His consent to you.”  

Uttering that the Presidency of Religious Affairs had materialized several activities and beneficient services in order to illuminate the people on religious matters since its establishment until today, the President Erbaş talked as, “Our Presidency of Religious Affairs has been producing religious service in many fields from family to social life, and from education to worship life in our country and in many other countries of the world. We have been executing this service with our hodjas not only in the country but also in almost 120 countries abroad. Our Presidency, which strives to deliver the religious services to every field of the life, is also a great publishing institution today with its television, radios, and periodical and printed publications.”

“We strive to present the authentic religious information to our people with the rightest methods and means”

Explaining the principles of their works in the field of publishing, the President Erbaş said, “The most important aim of our publishing activities is to present the universal values, principles and measures of the religion of Islam to our people in the best way by taking Qur'an and the Sunnah as the main reference as it is stated in the constitution of the Presidency. For this reason, in every condition and circumstance, we strive to present the authentic religious information to our people with the rightest methods and means. In this context, it is extremely important to read and correctly understand this age, in which communication and interaction facilities have gained a new dimension, in order to be able to meet the life-giving principles of Islam with the life.”

Uttering that they cared for the spirit of the time, the President Erbaş evaluated as, “We have to be aware of the century in order to be able to build a more peaceful society and a more beautiful future with the inspiration that we take from our roots of faith and civilization. For this, we seek for the ways of using any kind of publishing technologies that are required by the time, especially visual, audio and printed publications, in the most efficient way at all times. Today, the changing interest and perceptions together with the developing technology have rendered the digitalization as an obligation in the field of publishing as well as many other fields.”

“Those who produce content in the digital field must be more attentive”

Stating that they, the Presidency of Religious Affairs, they closely follow the developments in digital publishing, President Erbaş continued as follows:

“Digital field is a significant ground in order to deliver the universal message of the religion of Islam and the Islamic thought to large populations. I should emphasize the fact that the digital publishing requires such a great sensitivity and attentiveness with respect to the fact that it addresses to people from all levels simultaneously and it is accessible at any moment. Especially, if the publications that are in question are about religion that attracts to the feelings of people directly, at this point, negligence and idleness are not a case that is acceptable. Because it is known to all of you that the religion has an indisputable function in shaping the individual, family and social lives of the people and directing their future. Therefore, I would like to emphasize again underlining that those who produce content in this field must be more attentive.”

“Digital platforms need a consistent and solid ground on the level of law, ethics, and morality”

Drawing the attention to the problems faced in the digital world, the President Erbaş said, “The uncontrolled status of the digital platforms that consist some serious problems with respect to information security and access to the authentic information stands as an important dilemma in front of us. All digital platforms, especially the social media sites, need a consistent and solid ground on the level of law, ethics, and morality. At this point, it is apparent as a non-ignorable need to raise the awareness of our people regarding the digital media literacy. For this, in terms of both institutional and individual aspect, everyone who produce, publish, use, share, in short, perform activities on this field have important responsibilities on the matter.

Stating that the negative and positive aspects of the digital means were enlightened in the Congress, the President Erbaş said, “They have sought the ways of producing more efficient services in the field of digital religious publishing. They have presented some solution offers and opinions in this direction. I would like to express that each one of these are valuable and important for us.”

“Our congress shall lead to important developments in the field of digital publishing”

Uttering that he believed that the congress would greatly contribute to the current knowledge accumulation and the services with respect to digital religious publishing of the Presidency, the President Erbaş continued his words as follows:

“I hope that our congress, where the opportunities, chances and risks that this new publishing understanding presents for the religious publishing have been addressed and negotiated comprehensively, shall lead to important developments in the field of digital publishing.  I wish it shall contribute to blessed results on behalf of both our Presidency of Religious Affairs and all other publishing institutions and organizations that are active in this field. What falls upon us is to continue to advance on our path with commitment and determination by forming new projects in the light of the results obtained here. It is to produce effective, qualified, beneficial and realistic services and works. Especially, it is an important responsibility for us to meet the new generation with qualified publications that can interest them, and address directly to their needs, skills and spiritual worlds.”

The Vice President of Religious Affairs Martı: “We have discussed the opportunities and problems of the digital publishing in our Congress”

Taking the floor in the session and making evaluations regarding the Congress, the Vice President of Religious Affairs Prof. Dr. Huriye Martı said that during the Congress that continued for 3 days, regular live broadcasting was made via social media.

Stating that religious and moral education, and religious and moral publishing would continue as long as the human existed, Martı continued her words as follows:

“The means of this shall, of course, change. However, the effort in the way of accessing to the people shall not change. While every new method, every new means and opportunity bring some kind of goodness, they also contain some kind of risks. In this congress, we have discussed what kind of opportunities the digital publishing and the digital interaction that advances quickly with the support of technology present us and with what kind of problems they make us face and tried to clear our road maps on the matter for the future. We are aware of the fact that we need to consider the innovations as an opportunity and popularize the right way of use of them. In addition, it is our duty to prevent misuse and raise the awareness of the society regarding misuse and deliberate and evil-disposed use. We have understood this once again.” 

Final Declaration of the 8th Congress of Religious Publications

General Director of Religious Publications Assoc. Prof. Dr. Fatih Kurt shared the final declaration of the congress, which consists 15 articles with the public.

The Final Declaration of the 8th Congress of Religious Publications titled “Digital Publishing” is as follows:

The digital age, in which information spreads rapidly through communication technologies, and changes, developments and trends in technology and science transform the world into a lively and small village, affects publishing activities in many ways. This rapid and complex transformation process affects almost every issue, from the health of broadcasts in digital media to problems related to marketing and copyright.

The Presidency of Religious Affairs, which has been using all kinds of broadcasting technology effectively to enlighten the society with authentic religious knowledge since its establishment, has never remained indifferent to digitalization in its broadcasting processes. Our Presidency not only improves our people's awareness of digital literacy, but also increases the quality and quantity of its publications by using existing digital opportunities efficiently.

For this purpose, the eighth of the “Congress of Religious Publications that is organized by the Presidency of Religious Affairs has been organized with the main title “Digital Publishing” between the dates of May 28-30, 2021 in Ankara. In the Congress that started with the opening conference of Ms. Alev Alatlı in the moderatorship of Ms. Ayşe Böhürler, 28 papers were presented and negotiated in the sessions held with titles “Understanding the Digital World”, “Digital Publishing; Opportunities and Risks”, “Digital Publishing with Religious Content”, “Digital Publishing and Religious Education”, “Media Literacy in Digital Age”, and “Digital Trends and New Religious Trends”. In the light of opinions and evaluations uttered during the Congress, it has been decided to share the following cases with the public:

  1. Since the last quarter of the twentieth century, digitalization has increased its effectiveness on a global scale and has become the dominant culture of the new age, leaving deep and transformative effects on societies and individuals. The information world and moral structure produced by this culture should be evaluated in detail in terms of opportunity and risk factors, and in this direction, effective and sustainable publication policies should be established in the field of digital religious broadcasting.
  2. Digital publishing offers many new possibilities in delivering authentic religious knowledge to wider audiences. New projects should be added to the projects prepared to convey the universal message of the religion of Islam to humanity by using these opportunities, and the spread of goodness and virtue on earth should be supported from the perspective of digitalization.
  3. Wrong and baseless content that violates personal and institutional rights and immunities, moral and human values can spread rapidly in digital areas. In order to prevent these violations, social awareness and sensitivity should be increased.
  4. The fact that those who do not have sufficient religious knowledge and education share verses, hadiths and religious statements on social media by breaking them off their context causes incorrect and deficient understanding. Users should definitely research the origin of religious information that they have seen in the digital platforms and must not spread the information that they cannot confirm. At this point, it is particularly significant to raise the awareness of the young people with respect to the ethics of information and communication.
  5. It is a known fact that new generations use digital technologies more intensively and widely. For this reason, contents that appeal to the interests of children and young people, support their religious and moral development and that are based on correct information should be prepared.
  6. Regarding the digital religious publishing, it is only natural to consider the features and the expectations of the target audience and the characteristics of the internet environment. However, these religious contents should be provided in an authentic and prudent way without being compromised to the features of the target audience and the environment.
  7. It is a common situation to present correct and incorrect information together or even in a blended form in digital environments that contain rich content on many subjects such as education, art, literature, culture and religion. An awareness of media literacy should be developed in society so that the codes of the digital world can be decoded, analyzed and accurate information can be accessed. Cooperation between relevant institutions and organizations in this regard should be increased.
  8. Alienation and isolation are among the biggest problems of the digital world that creates its own language and culture. For this reason, the spiritual, psychological, sociological and cultural needs of today's people should be taken into account when preparing digital broadcast contents.
  9. With the purpose of strengthening the infrastructure of the religious publishing in the digital platforms and preventing the incorrect and evil-disposed contents, elective courses which have the content of "Media and Communication" should be included in the curriculum of the Faculties of Divinity and Islamic Sciences; and "Media and Religion" should be included in the curriculum of Faculties of Communication.
  10. It is observed that the language of hate, which is produced over Islamophobia, finds its place in digital media, and deliberate broadcasts focused on discrimination, marginalization and sedition. In order to fight against Islamophobia on a global scale, digital media should be considered as an active and strong ground, and steps should be taken towards international cooperation in this regard.
  11. New trends that are mystical and seem like religious use majorly the digital platforms. To produce effective publications against the marginal and twisted propaganda of these trends which conflicts with the truth should be one of the primary objectives of individuals and the organizations which operate in the field of digital publishing.
  12. It is important that classical religious information sources are transferred to digital channels by observing certain standards and stored securely. However, unlimited and irresponsible steps should not be allowed by conducting scientific research on digitally transferred classical sources, and the detected errors should be corrected.
  13. Multi-faceted studies should be carried out in digital channels that take respect our national and spiritual values, and models and alternatives that are suitable for our identity and culture in humane, moral and legal terms should be developed with the cooperation of relevant institutions.
  14. The Presidency of Religious Affairs has continued its activities in the fields of publishing, education and religious services by using effectively the digital platforms, during the pandemic. After the pandemic, long-term service policies should be developed in the new, different and productive area obtained through these channels.
  15. Today, many individuals, institutions, and organizations actively use digital environments, which have become a new means of communication and guidance. However, some religious content on digital platforms poses a problem in terms of reliability. As a requirement of its duty to enlighten the public on religion, the effectiveness of the Presidency of Religious Affairs in these platforms should be increased and its example should be strengthened.
